The Vendor is required to provide to recruit and assist in the selection of a highly skilled, visionary, and experienced City Manager to replace a retiring City Manager.
- The City manager will serve as the chief executive of the city, working under the direction of the city council to oversee the day to-day operations of the City government, implement policies, manage staff, and support the growth and development of the City.
- Their approach to identifying, vetting, and recruiting the best candidate for this important position.
- Consultant will be expected, at a minimum, to perform the following:
• Meet with the city council to develop a candidate profile and establish priorities for the new city manager.
• Work with the city council to finalize the city manager job description and salary range, ensuring it accurately reflects the required skills, qualifications, and responsibilities.
• Develop a comprehensive recruitment strategy to attract a diverse, qualified candidate pool through targeted outreach, online postings, networking, and other methods.
• Conduct an extensive search to identify qualified internal and external candidates.
• Screen applicants to ensure alignment with the city’s qualifications, vision, and values.
• Respond to candidate inquiries and collect application materials.
• Review applications against the established candidate profile.
• Conduct thorough applicant screening, including initial interviews, background checks, criminal history, references, media searches, and credit checks to ensure the candidate integrity.
• Advise the city council on candidate qualifications. Prepare a written report summarizing the candidate pool, recommended interview candidates (with details on qualifications, experience, and leadership capabilities), and rationale for nonelection of others.
• Advise the city council on interview strategies, techniques, and questions.
• Facilitate interviews with the city council and candidates.
• Assist the city council in evaluating interviewed candidates and selecting the finalist(s).
• Provide guidance to the city council in establishing an appropriate salary range for the position.
• Support the city council and city attorney in negotiating the compensation package and employment agreement with the selected city manager candidate, including managing all related correspondence.
• Maintain all correspondence and record-keeping throughout the process.
• Compile search documentation and prepare a final written summary of all work performed and outreach taken related to developing, conducting and completing the search.
