The Vendor is required to provide executive search services for include:
1. Project initiation and recruitment strategy
• Kickoff meeting with city representatives and, as directed, city council representation.
• Confirm timeline, decision points, roles and responsibilities, and communication cadence.
• Written recruitment strategy (sourcing approach, target markets, outreach channels, risks and mitigations.
2. Position profile development and selection criteria
• Review and refine job description and requirements in coordination with city representatives and city council direction.
• Facilitate stakeholder input to confirm priorities, qualifications, and job-related selection criteria.
• Assist in defining leadership competencies and behavioral expectations to be used consistently throughout screening and interviews.
• Develop a draft position profile and recruitment brochure for city council review following firm selection.
3. Recruitment marketing and outreach
• Proactive recruitment campaign, including direct sourcing.
• Post and advertise in agreed-upon professional networks and venues.
• Manage candidate inquiries and provide consistent position and process information.
4. Application management and candidate screening
• Receive and manage applications and inquiries.
• Screen against minimum qualifications and approved criteria and competencies.
• Conduct structured preliminary interviews and prepare written candidate summaries.
5. Candidate assessment and due diligence
• Coordinate assessment steps as directed by the city council (e.g. structured interviews, written exercise, scenario-based discussion, stakeholder meetings).
• Conduct finalist reference checks (minimum number as directed).
• Verify active bar licensure and standing, and education as applicable, consistent with consent and legal requirements.
• Coordinate background checks consistent with applicable laws and city process.
6. Interview process support and coordination
• Provide structured interview questions aligned to the position profile and criteria and competencies.
• Provide evaluation tools (scoresheets and rubrics) to support consistent job-related evaluation
• Coordinate interview schedules and candidate logistics as directed by the city.
• Provide candidate briefing materials and comparative summaries for interviewers
7. Finalist support, selection, and offer assistance
• Comparative finalist summaries describing qualifications and demonstrated leadership behaviors relative to approved criteria and competencies, including strengths and areas to explore further.
• Support selection steps and offer development and negotiation within city approved parameters.
• Manage communications with candidates throughout the final selection process.
8. Status updates and administrative coordination
• Weekly or biweekly written status updates (as determined by the city).
• Candidate communications, scheduling coordination, and process tracking support.
