The Vendor is required to provide executive search services for include:
- Client, point of contact, and administrative support
• Receiving and routing communications between the firm and the full council
• Coordinating firm access to department heads, senior staff, and municipal records as required
• Scheduling executive session briefings on council work session dates
• Managing the engagement contract, invoicing, and the day-to-day vendor relationship
• Ensuring the firm’s compliance with the reporting cadence, the equal-treatment provisions, and the public forum requirements.
- Planning and community engagement
• Meet with council members individually and as a group;
• Facilitate stakeholder conversations with community organizations, business owners, neighborhood groups, and residents;
• Use a mix of formats public forums, surveys, focus groups, or similar, to reach people who don't typically show up to city hall;
• Synthesize that input into a written leadership profile and recruitment brochure that accurately reflects community priorities; in developing the leadership profile, the firm shall explicitly address the competencies required for the city's current operational environment.
• The profile shall screen for: (a) demonstrated experience budgeting public safety overtime on an actuarial rather than aspirational basis; (b) experience managing post-retirement benefit (OPEB) liability disclosure and long-term funding strategy; (c) experience leading a municipality through the transition from mandatory state fiscal oversight to internal controls; (d) experience managing procurement competition for professional services contracts; (e) labor relations experience in a state civil service environment; (f) demonstrated ability to present complex fiscal information transparently to an elected body and the public; and (g) experience collaborating with a city council that includes diverse political perspectives.
