The Vendor is required to provide for HR Consultant Services.
- The Executive Director manages the support staff, including a staff attorney, public relations, all divisions of the Authority, and other employees.
- The HR Consultant is expected to recommend to the Executive Director candidates for employment and for termination.
- Provide approximately sixty (60) hours of services per month.
- Arrange and schedule civil rights training and updates on site once yearly and ensure that each employee attends. Prepare and keep sign-in sheets for each training session.
- Open the HR Office on-site (from one to three (3) days per week, as determined by the Housing Authority).
- Review, become familiar with, and maintain personnel files and conduct I-9 audit.

• Keep confidential all personally identifiable information (Names of tenants, addresses of tenants, Social Security numbers, etc.)
- Review and become familiar with the Housing Authority’s compensation and benefits package.
- Recruit, screen, and recommend for hire eligible candidates for job openings, including preparing and posting job advertisements, screening resumes, preparing hiring manager for applicant interviews, conducting / coordinating reference and background checks, and conducting the new hire orientation and on-boarding process.
- Review and recommend updates for new hire orientation packet and process.
- Perform all payroll processing duties
- Schedule and/or provide training on HR-related matters, including civil rights compliance (non-harassment, anti-discrimination, etc.), performance management, communication best practices, and interviewing and selecting job applicants.
- Coordinate and track leaves of absence.
- Respond to HR-related inquiries from employees.
- Provide guidance and support on employee relations issues and grievances.
- Assist with the performance evaluation process, upon request.
- Assist in counseling and disciplining employees, upon request of Executive Director.
- Conduct exit interviews.
- Collaborate with staff and legal counsel on all pending HR matters.
- Other expected activities: interview prospective employees, participate in internal investigations, upon request, schedule workshops and training sessions, participate in personnel audits, analyze data, upon request, schedule and participate in meetings.
