The Vendor is required to provide to design and implement a comprehensive, data-driven CEO performance evaluation system and provide training and concurrent support to the Board in this area.
- Refine a structured, metric-driven CEO evaluation process;
- Align CEO goals with the Agency’s strategic plan and annual performance management program;
- Enhance the Board’s capacity to deliver meaningful, constructive, and performancealigned feedback in evaluating the CEO;
- Provide a CEO self-evaluation tool that is mutually-agreed upon with the CEO

• Review existing strategic plan, performance management program, financial reports, and CEO employment contract and governance policies.
• Develop both annual and multi-year goal structure
- Develop or refine CEO performance goals annually to be mutually agreed upon between the CEO and Board aligned with:
• Position description
• Financial health and sustainability
• Community relations and government affairs
• Operational reliability and service delivery
• Workforce engagement and culture
• Customer experience
• Regulatory compliance
• Strategic growth and innovation
• Communications and media relations
- Data & Metric-Driven Evaluation Tool
• Incorporates quantitative metrics (e.g., from performance management and strategic goals).
• Provides scoring methodology with defined rating scales.
• Enables year-over-year trend analysis.
• Provides both Board evaluation and CEO self-evaluation forms.
• Supports documentation appropriate for public records and audit review.
