The Vendor is required to provide to identify an executive recruitment firm that will partner with the Authority to identify, recruit, assess, and assist in hiring a dynamic and experienced leader (the “Executive Director”) to establish and guide this new regional transportation organization.
- The new Executive Director include: organizational development and startup operations; regional transportation planning and coordination; stakeholder engagement across jurisdictions; financial strategy, funding, and grants; and implementation of transit, infrastructure, and mobility initiatives.

- Position Development
• Collaborate with the Board to refine the position description
• Define leadership competencies, qualifications, and performance expectations
• Develop candidate profile aligned with regional priorities
- Recruitment Strategy
• Design and execute a targeted national recruitment plan
• Identify and approach qualified candidates proactively
• Ensure outreach to diverse candidate pools through multiple professional organizations
- Candidate Screening and Evaluation
• Conduct initial screenings and structured interviews
• Verify credentials and conduct reference checks
• Assess leadership capabilities and cultural alignment
- Candidate Presentation
• Provide a shortlist of highly qualified candidates
• Deliver detailed candidate reports and evaluation summaries
• Facilitate interview process with the Board
- Selection Support
• Assist with interview design and facilitation
• Support final candidate evaluation and deliberation
• Provide compensation benchmarking analysis
- Offer and Transition Support
• Assist in negotiation with selected candidate
• Support onboarding strategy and transition planning.
