The Vendor is required to provide a customizable web-based, electronic payroll/HRIS system and other payroll/HRIS related services
- Provide payroll services for the authority staff.
- Payroll Administration. Provide software system, support and administration activities designed to and capable of paying employees based on time submitted and salary, as appropriate.
- The system and available administration activities should have the minimum capability of:
• Calculating pay and making corrections or adjustments based on current federal and state requirements, and any other states as necessary tax law and regulations and agency feedback;
• Bi-weekly payroll services – sunday through saturday;
• Bi-weekly reporting;
• Electronic time keeping and reporting and custom schedules (i.e. Compressed); biometric clocking or fencing capability;
• Leave accrual calculation, maintenance and tracking;
• Direct deposit of wages into employee’s account(s) held at a county financial institution;
• Time and labor management - project accounting through time collection;
• Periodic payroll federal and state tax filings (monthly, quarterly and annually);
• Electronic general ledger file link and custom reporting;
• Interface with agency enterprise accounting software yardi systems; and
• Efficient payroll and human resource reporting programs engineered with customary filters;
• Ensure timely and accurate deposits according to statutory deadlines and contractual agreement with third party entities.
- HRIS/Employee Self-Service. Provide software system, support and administration activities option designed to and capable of giving employee and selected management professionals the ability to view and update personal information regarding the employee.
- The system and available administration activities should have the minimum capability to:
• View employee’s payroll direct deposit information;
• View and update employee’s address, telephone and emergency contact information;
• View employee’s qualifications, training and other professional development;
• View organizational information and other selected information germane to employees;
• Employee absence request with proper approval chain;
• View and update each employee’s benefit elections and
• View and approve Employee timesheet with proper approval chain.
- HRIS/Employee Records Storage. Provide software system, support and administration activities option designed to and capable of recording and storing all employee personnel transactions in one electronic system.
- The system and available administration activities should have the minimum capability to:
• Store and view employee’s annual evaluations and reviews;
• Store and view employee’s other pertinent personnel information; and
• Store and view other information commonly found in Human Resources systems.
