The Vendor is required to provide recruiting firms to provide as-needed recruiting and talent acquisition services (the “services”) across a broad range of agency positions, including the following positions/roles:
• Temporary and contract roles;
• Temporary-to-hire placements;
• Administrative and clerical positions;
• Skilled trades and technical roles;
• Professional and individual contributor roles;
• Professional certified/licensed roles;
• Supervisory, management, and leadership roles;
• Hard-to-fill, specialized, or niche positions;
• Confidential searches;
• Executive leadership and c-suite roles;
• Project-based or surge hiring needs; and
• Mission-critical or time-sensitive roles.
- Operate as a collaborative extension of agency human resources (“HR”) and talent acquisition team; align recruiting practices with agency mission, values, culture, and strategic goals; maintain high standards of professionalism and candidate experience; and adapt services to changing organizational needs.
- Types of Recruiting Services
• Contingent recruiting;
• Retained search;
• Temporary staffing;
• Project-based recruiting support;
• Recruitment process outsourcing (“RPO”) or partial RPO; and
• Hybrid or customized service models.
- End-to-End Recruiting Services:
• Provide workforce planning and intake support Services, which includes:
o Position intake meetings with HR and hiring leaders;
o Clarification of position scope, priorities, competencies, and success factors;
o Workforce planning and hiring strategy recommendations;
o Consultation on position structure (temporary vs. Permanent, full-time vs. Part-time); and
o Identification of critical skills, certifications, licenses, and experience.
• Provide market analysis and compensation consulting Services, which includes:
o Labor market analysis and talent availability assessments;
o Competitive compensation benchmarking and pay range recommendations;
o Guidance on pay equity considerations and internal alignment;
o Total rewards consultation (base pay, incentives, benefits positioning);
o Geographic pay considerations and relocation insights; and
o Market competitiveness and offer acceptance risk analysis.
• Provide employer branding and recruitment and marketing Services, which includes:
o Development of compelling job descriptions and position profiles;
o Creation of role-specific recruitment marketing content;
o Candidate-facing materials (position brochures, one-pagers, presentations);
o Employer branding consultation and messaging alignment;
o Social media and digital recruitment campaign support; and
o Candidate experience review and support.
• Provide job posting and advertising Services, which includes:
o Posting positions to appropriate job boards, networks, and platforms;
o Targeted sourcing campaigns for passive candidates (i.e. Those candidates who are not actively looking for a new position);
o Management of job postings, refreshes, and optimizations; and
o Tracking and reporting on posting performance and applicant flow.
• Provide candidate sourcing Services, which includes:
o Active sourcing through professional networks, databases, referrals, and direct outreach;
o Development of talent pipelines for current and future needs;
o Industry-specific and niche talent sourcing; and
o Outreach messaging tailored to role and candidate audience.
• Provide candidate screening and assessment Services, which includes:
o Resume and application review;
o Phone, video, and/or virtual pre-screen interviews;
o Behavioral and competency-based screening;
o Skills, technical, or role-specific assessments, as applicable;
o Reference checks and employment verification;
o Background check coordination, if requested;
o Culture and values alignment assessment; and
o Leadership and change-management capability assessment for leadership roles.
• Provide interview coordination and support Services, which includes:
o Interview scheduling and logistics coordination;
o Structured interview design and question development;
o Panel interview facilitation support;
o Interview feedback collection and synthesis; and
o Candidate communication and follow-up.
• Provide candidate evaluation and shortlisting Services, which includes:
o Presentation of qualified candidate slates;
o Candidate summary profiles and interview notes;
o Strengths, gaps, and risk assessments; and
o Market insights and hiring recommendations.
- Executive & Confidential Search Services
• Executive search strategy and roadmap development;
• Stakeholder alignment and leadership profiling;
• Discreet and confidential outreach;
• Succession planning and leadership market mapping;
• Executive assessment and leadership evaluation;
• Board-level and executive advisory support; and
• Public-sector or regulated-environment search experience.
- Compliance & Risk Management Services
• Comply with all applicable federal, state, and local employment laws;
• Adhere to ethical recruiting standards;
• Provide confidential handling of candidate and organizational information; and
• Provide data privacy and information security practices.
