The Vendor is required to provide to test the effectiveness of performance-based incentives in increasing confirmed international student enrollments for selected low-demand academic programs.
- The required services include, but are not limited to:
• Promoting selected college programs in approved priority regions using appropriate marketing and outreach strategies;
• Identifying, screening, and recruiting qualified prospective international students who meet program admission requirements;
• Providing accurate student advising related to program options, admissions criteria, and study pathways;
• Assisting students with application submission and supporting documentation;
• Supporting students through the offer acceptance, tuition deposit, and enrollment confirmation process;
• Providing guidance on the study permit/visa process, including the optional use of borderpass visa services where applicable;
• Tracking recruitment activity and outcomes and submitting performance reports in accordance with College requirements.

- International recruitment activities are supported by the College’s International Markets team, with centralized admissions processing, compliance oversight, and reporting requirements. The pilot Agent Incentive Program represents a strategic initiative to enhance agent accountability, improve enrollment conversion rates, and strengthen recruitment performance in priority markets.
- Systems and Tools
• Overview of systems used to manage prospective student data, applications, and recruitment activities;
• Tools or platforms used to track inquiries, applications, deposits, visa status, and confirmed enrollments;
• Ability to extract and provide accurate performance data for reporting purposes.
- Data Security and Privacy
• Measures in place to ensure secure storage and handling of student data;
• Compliance with applicable privacy and data protection regulations in the jurisdictions where services are delivered;
• Ability to comply with act requirements, as applicable.
- Reporting and Communication
• Technical capability to produce monthly written recruitment and performance reports;
• Communication tools used to coordinate with College representatives;
• Ability to provide region-specific reporting (college).
- Business Continuity
• Overview of system reliability and continuity measures to ensure uninterrupted recruitment activities;
• Contingency planning for system outages or disruptions that could impact recruitment or reporting.
