The Vendor is required to provide human resource consultants of consulting firms to provide recruitment, screening, interview coordination, reference checking, offer letter drafting, and onboarding support services for Town positions on an as-needed basis.
- The Town requires a consultant who can provide timely responses to recruitment issues, scheduling requests, and candidate coordination needs. Same-day response to routine requests is expected wherever practical, particularly during active recruitment competitions.
- Consultant firm with the capacity to assist the Town through the full recruitment cycle, from job posting through to preparation of onboarding materials for successful candidates.
- Provide practical, hands-on support for individual recruitment processes and to help maintain consistency in candidate screening, interview scheduling, reference checking, offer preparation, and onboarding documentation.
- Job Advertisement Review and Posting
• Review draft job advertisements provided by the town and recommend edits for clarity, consistency, and candidate attraction.
• Prepare job postings for publication on appropriate platforms, with indeed identified as the preferred recruitment platform.
• Ensure postings are formatted professionally and include relevant employment information provided by the town, such as position title, department, employment type, application deadline, and required qualifications.
• Recommend additional posting locations or recruitment channels where appropriate to improve exposure and applicant quality.
• Monitor postings during active competitions and advise the town if adjustments are recommended to improve candidate reach.
- Candidate receipt and screening
• Receive and organize candidate applications, resumes, and supporting documents, or support the town in managing applications received directly by the town.
• Develop screening criteria with town staff for each position prior to review of applications.
• Screen applicants against the agreed criteria and prepare a candidate screening summary for town review.
• Identify applicants recommended for interview based on the available information and the agreed screening criteria.
• Maintain confidentiality and handle all applicant information in a professional and secure manner.
- Interview scheduling and coordination
• Set up and schedule interviews with shortlisted candidates in coordination with town staff availability.
• Coordinate both in-person interviews and virtual interviews using Microsoft teams or another town-approved platform.
• Provide candidates with interview logistics, including date, time, location or meeting link, expected format, and required documentation where applicable.
• Support communication between candidates and town staff to address scheduling changes, candidate questions, or interview logistics.
- Reference checks
• Conduct reference checks for preferred candidates using standard town reference check forms to be provided by the town.
• Coordinate with candidates to obtain reference information and required consent where applicable.
• Document completed reference checks and provide a summary to town staff for consideration.
• Identify any concerns, gaps, or follow-up items arising from reference checks.
- Confidentiality and records
• Maintain strict confidentiality for all applicant, employee, and town information received through the work.
• Comply with applicable privacy requirements and town policies for handling personnel-related records.
• Return or securely transfer recruitment files, screening summaries, reference check forms, and related documentation to the town at the completion of each recruitment process.
• Not disclose candidate information to any third party except as authorized by the town.
