The Vendor is required to provide for executive recruitment and search consulting firms to provide professional recruitment services for the search, evaluation, and recommendation of qualified candidates for the positions of:
o Principal Engineer
o Director of Operations & Maintenance
- Consulting firm with demonstrated knowledge of state public-sector laws, regulations, governance structures, and fiscal oversight requirements applicable to municipal utilities authorities and public entities.
- Executive search consulting firm to:
• Conduct a comprehensive executive recruitment search process;
• Assist in developing position profiles and recruitment strategies;
• Identify, recruit, screen, and evaluate qualified candidates;
• Conduct outreach to qualified industry professionals;
• Assist the Authority throughout the interview and selection process; and
• Provide recommendations of the most qualified candidates for consideration by the Authority.
- Position Assessment and Recruitment Strategy
• Meet with Authority representatives and designated officials;
• Review organizational structure, operational requirements, and position responsibilities;
• Develop and/or refine job descriptions and qualifications;
• Prepare a recruitment strategy and schedule;
• Identify desired qualifications, certifications, and competencies.
- Recruitment and Outreach
• Conduct a regional and/or national recruitment effort;
• Advertise positions in appropriate professional publications, associations, and electronic platforms;
• Conduct direct outreach and targeted recruitment efforts;
• Utilize professional industry networks associated with:
o Water and wastewater utilities;
o Municipal utilities authorities;
o Public works operations;
o Engineering management;
o Public-sector infrastructure operations.
- Candidate Screening and Evaluation
• Review resumes and applications;
• Verify credentials and qualifications;
• Conduct preliminary interviews;
• Evaluate technical qualifications, management experience, and regulatory familiarity;
• Assess candidates’ experience with:
o Water and wastewater operations;
o Utility infrastructure management;
o Capital improvement programs;
o Regulatory compliance;
o Public-sector budgeting and administration.
- Candidate Presentation
• A shortlist of highly qualified candidates;
