The Vendor is required to provide executive search and recruitment services for executive-level and senior leadership positions within the city.
- Requirement:
1. Recruitment strategy and position assessment
• Meet with the city manager, human resources department, and other designated city representatives to assess organizational needs and position requirements.
• Review and analyze the position description, qualifications, compensation range, organizational structure, and desired candidate profile.
• Develop a customized recruitment strategy and project timeline for each recruitment assignment.
2. Position profile development
• Assist in developing or refining job descriptions and position announcements.
• Prepare a comprehensive candidate recruitment profile outlining responsibilities, qualifications, leadership competencies, and organizational expectations.
• Recommend competitive compensation and recruitment strategies, as appropriate.
3. Candidate outreach and recruitment
• Conduct a nationwide, regional, statewide, or targeted recruitment effort, as directed by the city.
• Utilize professional networks, industry associations, local government organizations, online recruitment platforms, and direct outreach methods.
• Actively identify and recruit passive candidates who may not otherwise apply.
• Promote diversity, equity, and inclusion throughout the recruitment process.
4. Applicant screening and evaluation
• Receive and review candidate applications and supporting documentation.
• Verify that applicants meet the minimum qualifications established by the city.
• Evaluate candidates based on established criteria and professional qualifications.
• Conduct preliminary interviews and candidate assessments.
• Prepare a summary of qualifications and evaluations for each qualified candidate.
5. Background and reference verification
• Conduct professional reference checks on finalist candidates.
• Verify employment history, educational credentials, certifications, and licenses, as applicable.
• Conduct background investigations as authorized by the city and permitted by law.
• Provide written summaries of verification and reference findings.
6. Candidate presentation
• Present a shortlist of the most qualified candidates for city consideration.
• Provide written candidate profiles, resumes, interview summaries, and evaluation results.
• Assist the city in selecting candidates for interviews.
7. Interview and selection assistance
• Coordinate candidate interviews and related logistics.
• Develop interview questions and evaluation tools.
• Facilitate interview panels, stakeholder meetings, and assessment processes as requested.
• Assist with finalist evaluations and selection recommendations.
8. Offer and negotiation support
• Assist the city with employment offer preparation and presentation.
• Provide guidance regarding compensation negotiations and employment terms.
• Serve as liaison between the city and selected candidate during the hiring process.
9. Recruitment reporting and communication
• Provide regular status reports throughout the recruitment process.
• Maintain communication with designated city representatives regarding project progress, candidate activity, and anticipated timelines.
• Immediately notify the city of any issues that may affect the successful completion of the recruitment assignment.
