The Vendor is required to provide to license a secure, software-as-a-service (SaaS) platform or managed data intelligence product that provides the student recruitment team with access to an organized database of compiled third-party consumer data to identify, target, and recruit local, non-enrolled families.
- The primary objective is to grant the agency student recruitment team access to an organized database of Compiled Consumer Data / Third-Party Data to identify, target, and recruit local families not currently enrolled in the district.
- Agency intends to license a product where the vendor handles all data aggregation, cleaning, ongoing maintenance, and optionally, identification of enrollment status (depending on ability to negotiate a data sharing agreement (DSA).
- Services include:
• Target audience: heads of households residing within or immediately adjacent to Agency boundaries where consumer demographic modeling indicates a high probability of children/occupants aged 0-18 in the home.
• Required data output fields: the platform must be capable of generating prospect contact lists that provide a full residential postal address, verified opt-in email address(es), verified primary phone numbers (cleaned against the national do-not-call list), and the approximate age of household members accurate within a 2-year variance. To ensure maximum market coverage, partial leads are fully acceptable if a valid residential postal address is available without a corresponding phone number or email address. Agency enrollment status may also be included as an optional field, depending on the status of a negotiated data sharing agreement (DSA).
• Data refresh: the vendor must regularly update consumer records (e.g., matching against the USPS national change of address database) to ensure ongoing deliverability and data accuracy.
• User licenses: the platform must support a limited number of administrative licenses (under 10 user accounts).
• Data export: users must be able to filter datasets by custom demographic fields or geographic criteria and seamlessly download data tables into standard spreadsheet formats (.csv, .xlsx, or .tsv).
• Geographic visualization & mapping (highly desired / optional): the district highly desires a product that includes an interactive GIS mapping interface capable of automatically plotting non-enrolled household locations into visual clusters or heatmaps overlaying AISD zone boundaries.
