The Vendor is required to provide to engage with an executive recruitment consultant to conduct professional services to complete an executive search for the recruitment of senior management positions at the town or on behalf of the library.
- The Town is comprised of approximately 560 full time employees and the organizational structure consists of a Chief Administrative Officer with 3 Commissioners overseeing a variety of departments through Directors.
- Objectives:
• Commissioners – Reports to the Chief Administrator Officer. Responsible for a portfolio of divisions or departments in a given service area. Contribute to the establishment of strategic long term strategies. Oversees the board development of operational functions and ensure department support the overall goals of the municipality. Monitor plans and strategies for various divisions and processes to ensure quality program/service provision and consistency Establish and administer budgets and control expenditures. May be responsible for community needs assessment, community development facilitation and liaison duties, materials, service level definition, and all other service portfolios within that department.
• Director – Reports to a Commissioner and is a senior manager. Direct and manage a corporate municipal function/program. Responsible for ensuring that assigned services are available and meet the needs of the target audience, are managed effective meet safety requirements, are accessible and economically feasible. Develop and recommend plans, strategies and processes to address both short and long term organizational objectives and to ensure quality service/program provision. Responsible for departmental planning, the development of master plans, budgets, managing departmental activities and projects, and managing staff and their development. Represent department to community groups, professional organizations and pubic. May carry corporate statutory responsibilities.
• Manager – Reports to a Director. Plan, organize, implement and evaluate program delivery. Assist in short and long term planning. Provide advice to a department or function with the municipality. May supervise through Supervisors or directly to front line staff. Recommend relevant operational and user policies, procedures. Prepare, monitor and administer associated capital and operating budgets.
- Conducting an in-depth strategic planning meeting with the Director, Human Resources to jointly develop a timeline and methodology of the search process with identified critical milestones.
- Developing a strategy for carrying out the recruitment, including outreach to encourage applicants from diverse backgrounds to apply
- Developing marketing materials in alignment with the Town’s employment brand (employee value proposition). Conducting appropriate advertising and/or identifying potential contacts and conducting personal outreach recruiting including recommendations for appropriate diverse and inclusive online sources, social media, professional networks, and niche markets and develop all marketing materials (subject to Town approval) required to post the position with these sources.
- Reviewing resumes for background and qualifications and clarifying each applicant’s experience to prepare a written summary of up to 10 candidates with the most promising qualifications.
- Evaluating candidates for serious consideration (five to six candidates) and ascertaining the candidate’s strength in personal dimensions relative to the nature of the role. Ranking candidates on a short list based on the results of the selection process and provide to the Town a report summarizing the selection assessment for each short-listed candidate.
- Ensuring evaluation of candidates gives full consideration to alignment with the Town’s core values.
- Finalizing a process with the Town for interviews and coordinating applicant participation in interviews recognizing one of the steps in the process will be a presentation before the Interview Panel and potentially members of Council.
- Verifying selected candidates’ educational background, and conducting criminal, financial, newspaper, and civil litigation checks.
- Notifying unsuccessful applicants and candidates, and providing debriefs and feedback as requested by candidate or Town.
- Collaborating with the Town on the negotiation of the compensation and benefit package.
