The Vendor is required to provide public information officer (PIO) support services for public safety communications, media relations, and crisis response to support the operation of the newly created.
- Development of PIO manual
• Draft a comprehensive PIO manual tailored specifically to the department;
• Review current department communication practices and policies pertaining to department interviews with the media;
• Develop policies and standard operating procedures for media relations, press releases, crisis communications, on-scene responsibilities, social media, internal communications, and privacy considerations;
• Incorporate the national incident management system and incident command system (ICS) standards into the PIO manual; and
• Revise the PIO manual as required and directed by the village.

- On demand PIO consulting services
• The consultant shall provide ongoing support including real-time crisis consulting, media review, communications planning, and scheduled support hours to the department.
