The Vendor is required to provide processing of child support payments for support orders in state, called the state payment center.
- This shall include any postage costs and increases, currently $85,000-$100,000 annually.
- Performed at the state operating facility:
• Mail processing.
• Payment processing.
• Printing of checks, coupons, etc.
• Payment related customer service.
- Must present a plan for separating duties among workers, so that no single person will have complete control over the receipting, posting and disbursing processes.
- Maintain a security hierarchy restricting access to both information and processes relative to the staff member’s payment processing functions.
- Must be operated in a locked facility, and access must be limited to persons with proper clearance.
- Several levels of security within the facility are permissible.
- Provide an onsite workspace for auditors or inspectors, to include telephone, fax machine, photocopier and any computer system used by the payment center contractor in performance of this contract.
- This subsystem includes hardware and software that disseminates appropriate information about receipts and disbursements to iv-d staff, court staff and payment center participants.
- Includes hardware and software for the dissemination of appropriate information regarding receipts and disbursements to payment center participants and provides general payment center information to employers and the general public, via telephone.
- Name, social security number (SSN), date of birth (DOB), gender and department personal identification number, if assigned, for each child associated with the support order.
- Family Violence Indicator (FVI) which must be associated with individual(s) who are confirmed or alleged victims of family violence.
