2027 Parking Citation and Pay-By-Plate -Transportation Services

The Vendor is required to provide 2027 parking citation and pay-by-plate -transportation services for include: 
•    Pay by plate mobile payment services (web and mobile app) for vehicles parked in ungated university parking lots; and
•    Parking citation services.
- Pay by plate and mobile payments
•    Parking customers must have the ability to pay for parking via a mobile app and website.
•    The vendor must be the merchant of record for PCI compliance and be able to provide PCI DSS documentation to satisfy university treasury PCI requirements.
•    The university must be able to access and admin portal to view transactions and run ad hoc reports.
•    Genetec is the university’s license plate recognition camera service provider. 
•    The university requires the vendor to be able to integrate with AUTOVU and ALPR modules.
•    Net payments for parking sessions must be sent via ach with an accompanying remittance detail, may be sent via email to transportation services, to satisfy university internal audit.
- Citation services
•    All services related to citation payments and adjudications must be online. 
•    A standalone webpage with the ability to use university logos is required.
•    University can place license, and registration holds for unpaid citations. 
•    The vendor must be able to perform automated RMV and DMV lookups and holds as well as release holds once payments are received (marks and clears).
•    The merchant of record for PCI compliance and able to provide PCI DSS documentation to satisfy university treasury PCI requirements.
•    The university must be able to access and admin portal to view transactions and run ad hoc reports. 
•    This portal must also be able to record payments made via in-office or via check.
•    All citations must be issued via an android and apple phone or other handheld device that can connect with a Bluetooth printer. 
•    Provide hardware if the university is able to purchase its own hardware to connect with citation database.
•    Must be able to send letters on behalf of the university to vehicle owners, address via RMV and DMV lookup, who have outstanding citations.
•    Net payments for parking citations must be sent via ach with an accompanying remittance detail, may be sent via email to transportation services, to satisfy university internal audit.
