The vendor is required to provide utility safety and environmental health consultant services that will encompass approximately one hundred and sixty (160) employees of various disciplines in electric, natural gas, water, wastewater and administration.
- The utility safety and environment health consultant shall work with managers, supervisors, and employees to minimize work related injuries to a standard higher than other like work environments providing the same or similar services.
- Services include:
• Provide one (1) primary safety consultant on site.
• Consultant shall hold a safety professional credential (or similar) and have depth of knowledge in electric, water, wastewater and gas utility disciplines.
• Administer, assess and update current safety program in respect to agency practices and policies and agency regulations.
• Assist in identification, analysis, and control of occupational hazards, with written reports with findings.
• Develop and or update and implement a safety training program by role and schedule for compliance with federal and state regulations along with other federal, state, or local requirements as well as good utility practice.
• Identify, document, implement, track and monitor by employee a training program for each area within the utility.
• Maintain relationships with utility trade organizations including, but not limited to, association, in matters pertaining to safety and environmental health.
• Review existing occupational safety and health policies, guidelines and standards to determine their consistency and ensure they align with utility principles and practices and recommend changes as needed.
• Attend utility safety team meetings with active participation, provide recommendations and report findings to safety team.
• Respond to incidents and accidents to provide additional investigative analysis.
• Review all accidents and provide recommendations for changes to mitigate or prevent recurrences.
• Develop or modify work procedures in accordance with federal and state regulations to include but not limited to agency and good utility practice.
• Conduct random safety and SDS audits.
• Perform random job site visits weekly to inspect sites, ensure federal and state agency compliance and review job hazard analysis and/or pre-task planning documents, written reports on-site inspections, accident investigations.
• Maintain accident frequency and severity records to provide a basis for evaluating the overall effectiveness of the program in accordance with federal and state regulations.
• Provide a monthly plan to be reviewed and approved by public utilities of tasks related to required services.
• Investigate and recommend new technologies and procedures that would enhance worker safety;
• Develop a schedule and conduct required safety training for employees and recommend other training sources that would enhance the program.
• Evaluate and coordinate required safety training with outside vendors as required.
• Annually review safety programs to ensure compliance with all federal, state and local laws and regulations.
