The vendor is required to provide that career and employment information services (CEIS) to provides opportunities for state to make successful transitions from school to work, unemployment to employment and from one career path to another.
- The changing skills and abilities required by a changing economy and demand for an ever-increasing knowledge-based skilled workforce.
- To be eligible for CEIS services under this project, clients must be:
• At least 18 years of age
• A state resident
• Unemployed or marginally employed
• A country citizen, permanent resident or convention refugee and be legally entitled to work and train in country as defined by immigration refugee and citizenship (IRCC)
• State at minimal risk of long-term employment
• State at moderate risk of long-term employment
• State at high risk of long-term employment
- Resource center:
• To provide direction and considerations for a resource center in the provision of information, employment services and supports to help individuals and employers achieve employment goals and resource needs.
- Delivery events
• Services provide the opportunity for all state to have access to current, accurate and relevant education, career, workplace, and labor market information required to make informed career, workplace, and labor market decisions.
• Events are comprised of community presentations, fairs, employer connections and employer visits
- Workshops
• Workshops are a group service designed to address a variety of career and employment needs, including, but not limited to, work search, career planning, education planning, self-assessment, personal development, career decision making and labor market information.
- Exposure courses
• Exposure courses provide job ready individuals with funding for short-term courses.
• Exposure courses may be offered to proponent clients only.
- Career advising
• Career advising, one element under career consulting is a service that provides individual guided assistance and referrals.
• Career advising sessions may vary in length depending on the needs of the individual.
• Career advising may result in conducting an employment readiness assessment (era).
- Job placement services
• JOB placement services help individuals locate and obtain jobs.
• They connect individuals who are ready, willing, and able to work with employers needing to fill jobs.
• Job placement services are designed to support individuals to enter and re-enter the workforce as
• Quickly as possible and to develop the job search skills needed for effective labor market transitions now and in the future.
- Individual plan
• Maintain contact and provide supports to the individual,
• Reviewing how well the individuals needs are being met,
• Reviewing participation in services and progress towards completion of services and activities as outlined in the individual’s plan,
• Identifying issues that are affecting the individual’s ability to successfully complete the steps in their plan,
• Providing needed supports directly, or referring them to appropriate community services,
• Following up to confirm completion of the individual’s plan and
• Recording outcome information at the required interval(s)
- Employment readiness assessment (era)
• The era assessment is used to identify an individual’s strengths and barriers to support labor market attachment.
- Career counselling
• Career counselling is a second element of career consulting that refers to an individual or group process which emphasizes self-awareness and understanding and facilitates individuals to develop a satisfying and meaningful life-work direction.
• Career counselling helps individuals clarify career goals, make career decisions, and develop individual action plans.
• The overall objective of career counselling is to assist individuals to achieve greater self-awareness, develop a life/work direction, increasing understanding of learning and work opportunities and become self-directed in managing learning, work, and transitions.
- Employment placement
• Employment placement activities can be seen as providing light touch services like resume development after which this individual obtained employment as a direct result of this intervention.
• Proponent to describe any proposed employment placement deliverables in their proposal and may include follow-up activities.
- Innovative services
• Consideration may be given to proponents who are proposing new, innovative and value-added methods of delivering services that enhance the local labor force and benefit the community.
• new and innovative service delivery ideas are encouraged along with a description and a strong labor market rationale.
- Work related employment supports (WRES)
• WRES are those supports that client may require to start employment but are unable to afford and have exhausted all other supports.
• include but are not limited to work boots, driver’s abstract, or uniform costs.
- Miscellaneous
• Provision of statement that the proponent will be flexible and adaptive to any changes or revisions to policy, service delivery or client cohorts throughout the period of the contract.
• Provision of statement that the proponent will provide CEIS services in english and French.
• Provision of statement that the proponent will deliver the above services in a hybrid model.
• Provision of statement that the proponent will demonstrate an inclusive and collaborative approach with other service providers that shows how client’s employment needs will be prioritized over exclusive employer/service provider arrangements.
