The Vendor is required to provide HR research and advisory services so that agency can access, via a self-serve platform, a library of best practice tools, templates, research blueprints, trend survey results, training material and step-by-step methodologies, and guidance to help improve and maximize HR Program performance.

- HR Assessment or Evaluation Tools– Access to assessment or evaluation tools to assist the People and Workforce Supports Business Unit in the development of HR surveys or equivalent assessment tools, in analyzing the data, and developing action plans.
- The surveys should cover a range of HR topics such as:
• Culture
• Employee experience
• Organizational effectiveness
• Service efficiency
• Compensation.
