The vendor required to provide human resources (HR) is made up of 13 permanent full-time equivalents (FTEs) and 2 contract staff categorized into six areas:

• Volunteer services
• Organizational development
• Health, safety and wellness
• Compensation and benefits
• Employee relations and talent acquisition
- There are challenges in meeting various priorities with the current staffing complement and approach:
• Increasing volume of recruitment in a competitive market
• Leadership development needs
• Optimizing the use of two new software applications
• Increasing volume and complexity of labor relations and health, safety and wellness issues
- Documentation will be provided to the consultant, including:
• HR org chart
• Position descriptions
• Team workplans
• 2025 city of waterloo organizational chart
- The consultant will engage with and conduct interviews with various stakeholders within HR, and with other supportive business functions to understand and identify:
• The current environment
• Challenges
• Gaps
• Opportunities
- The project team will be made up of:

• Director, HR

• Program manager, volunteer services
