- The background checks must include criminal background checks, social security number verification, address checks, motor vehicle checks, employment history, education verification, and additional background screenings on an as-needed basis.
- Provide the specified service requirements in accordance with all applicable federal, state, and local laws, standards and regulations necessary to perform the services.
- Provide secure website using encryption and authentication standards to protect the confidentiality of web transactions.
- The website should incorporate a mechanism for detecting any alterations in transit so that eavesdropping on or tampering with web traffic is impossible.
- This is essential for the safe transmission of confidential personal information.
- The website should be user friendly and efficient in the ordering of criminal background checks and receiving detailed reports by designated city of representatives.
- Technology must run on a desktop, it is preferred that it runs multiple platforms -- desktop, mobile, tablet.
- Technology must be easily integrated with existing the city HRIS (workday).
- Maintain the website throughout the term of this purchase order and ensure that the website is available during normal city of working hours
- Provide single sign-on (SSO) capabilities for new and existing identities using city of microsoft Entra accounts.
- If no single sign-on capabilities exist, provide an interface that will allow designated city representatives to create user ids for additional designated city representatives to access this system
- The system should generate a unique password for each user id and require that the new user modify this password upon first use
- System must be paperless and fully automated. vendor's systems need to provide automated notification functionality for all steps of the process, especially related to adverse actions of candidates.
- Provide methodology for both city representatives and applicant to submit requests and authorizations online.
- Emails, communications and authorization forms must be customizable
- Provide real-time status updates of actions taken in the file of each request
- Provide non-legal guidance and interpretation regarding criminal background checks to the designated city representatives
- Vendor must conform to the federal fair credit reporting act and state laws while performing service under this purchase order.
- Vendor must maintain compliance with all applicable state laws regarding background screening and reporting
- Vendor must maintain and house all background checks within the vendor’s system, during the terms of the contract.
- Provide responsive customer service 8:00 am - 5:00 pm, Monday-Friday, eastern time.
