The Vendor is required to provide timely and reliable screening services, including basic Criminal Record Checks (CRCs), local police index checks, and credit checks.
- Provide human resource services to ministries and employees across agency.
- As part of this mandate, agency oversees staffing, onboarding, and safety screening processes for employees, contractors, and service providers working in government facilities.

- Screening Services
• Provision of online basic CRCs and local police index checks.
• Provision of credit checks for designated roles.
- Candidate Experience
• A secure, user‑friendly online portal for candidates to complete basic CRCs, local police index checks, and credit checks.
• Mobile‑responsive design and accessibility in accordance with agency digital standards.
• Clear instructions, notifications, and status updates for candidates.
- The solution must meet current operational needs and support future integration with agency new enterprise HR system, GEM.
- The solution needs to provide a mechanism for employer-paid screening and a seamless integration with Oracle Recruiting Cloud is critical.
- Service Requests
• Government envisions, at a minimum, the service provider to accept varying methods of engagement/requests for service, including email, telephone, and through the GEM system.
• Administrative portal for agency staff to initiate, track, and manage screening requests.
• Ability to resend requests, cancel requests, and manage candidate information.
- Payment Processing
• Ability to process fee for service payments either directly to Government or to individuals, depending on Government direction for basic CRCs, local police index, or credit checks.
• Provide monthly invoicing options.
• Provide configuration options for data input, billing, and invoicing.
- Reporting

• Comprehensive reporting capabilities, including, but not limited to:
o Completion reports. The report should include names of individuals for whom the CRC has been completed and date of completion.
