The vendor is required to provide for the provision of transcription and court reporting services for administrative review cases and administrative hearings in cook, DuPage, Kane, lake and will counties throughout the state.
- Transcripts from digital voice recording:
• Administrative hearings include, but are not limited to, cases involving issues such as abuse and neglect, service appeals, licensing, level of care, payment and excess revenue.
• All transcripts must be transcribed by a certified shorthand reporter with current license and certification in accordance with the provisions of the act, 225 ILCS 415/1 et seq.
• Digital voice recordings will be provided to the vendor on cd or flash drive media. digital voice recordings are downloaded to cd or flash drive using windows 7 or 8 operating systems.
• The department receives approximately 175 complaints for administrative review a year and the hearings are of various lengths. individual cases may include a recording of a pre-hearing as well the detailed administrative hearing session(s).
• Transcripts are must be transcribed within 30 calendar days of the initial request and the vendor will be compensated at the rates identified in the items tab.
• Additional time may be allowed for completing the transcripts only with court approval. the vendor shall immediately notify the department representative if and when it becomes apparent that more time will be needed to complete a transcript.
• When expedited delivery is required by the department (10 working days, 5 working days, or 24 hours), the department representative will provide that information at the time that the digital voice recording is provided to the vendor, and the vendor will be compensated at the rates identified.
• If requested, any additional copies of transcripts will be provided only with approval of the department, and billed at the rate identified to the party requesting such copy.
• The vendor and its employees must adhere to strict confidentiality requirements and may not release any information or transcripts to anyone not a party to the hearing.
• In the event that the department cancels transcription after the digital recording has been provided to the vendor, the cd or flash drive will be returned by the vendor at the department’s expense.
• If transcription of the recordings has already begun at the time of cancellation, the vendor shall immediately cease transcribing the recording and bill the department only for the number of pages completed up to the point of notification of cancellation.
