The vendor required to provide transcription services for real-time captioning of city council broadcasts, city council committee meetings, and other broadcast events from city hall.
- Captioning services must be provided by a “live” person at all times, not speech recognition or captioning software.
- Services shall be provided from a remote location: the person (s) providing captioning will listen and watch to the meeting audio and video through an IP based city of encoding device which transmits all data to the vendor.
- Provide live captioning at a presentation range of at least 200 words per minute and meet a minimum 98% verbatim accuracy.
- Captioning services for council broadcasts are anticipated to be a minimum of 30 and no more than 90, 2-to-6-hour meetings and live broadcasts in a twelve-month period.
- Include accurate captioning services of broadcasted meetings and a spell-checked transcript of the captioned meeting to a text file of the city’s choosing.
- Transcripts must include the date, time and location of meeting and any other pertinent information, including on-screen banners displayed during the broadcast.
- Transcripts shall be available by download or email at no charge within 24 hours of broadcast or event.
- Provide the IP based caption encoder to insert captioning into the broadcast stream and equipment to transmit meeting audio and video to the persons providing transcription.
- Providing equipment necessary to transcribe audio and video and transmit the closed captioning to the city.
- Provide consultation services regarding technical support of captioning services on an as needed basis and participate in meetings and conferences as requested throughout the contract term.
