Insurance Broker and Consultant and Property Liability Casualty and Workers Compensation Insurance Coverage Services

The Vendor is required to provide insurance broker and consulting services for property, liability, and workers compensation insurance coverages on behalf of the city and provide support services to the city's risk management department.
- Broker and consulting services:
• Analyze and recommend risk control options to the City
• For risk and coverages, the City elects to transfer risk to insurers, market and negotiate terms and conditions at the most reasonable costs
• Suggest or facilitate loss prevention measures
• Assist or facilitate claims mitigation and coordinate with carriers where necessary.
- Insurance broker and insurance consulting services:
• Assign a minimum of one (1) representative who will coordinate all services with the city. 
• Representative shall not be changed without the consent of the city. 
• A backup representative must be provided during vacations, training, illness and/or other absences of the assigned representative.
• Provide broker/consulting services that assist in the maintenance of the city's risk management program on coverage lines that are procured, to suggest innovative coverage and risk functioning solutions to reduce the cost of risk.
• In accordance with the renewal timeline provided by the city, assist the city in developing the most effective and cost-efficient strategy for purchasing insurance products.
• Coordinate with the city within timeline expectations review of market changes in premium, coverage terms, and conditions, etc., and by coordinating collection of needed exposure, data, and other underwriting information.
• Assess the insurance marketplace and provide the city benchmarking data as it relates to entities similar to the city and their coverage,
• Market the coverages with insurers; advise insurers that quotes shall be delivered in accordance with renewal timeline provided by the city in order for quotes to be considered by the city; and deliver to the city a listing of all contacted insurers’ responses as detailed in a spreadsheet, including, but not limited to pricing, reason for declination, changes in terms, conditions, deductibles, etc.; submit a final recommendation, well documented and reflecting sound business rationale to the city in accordance with renewal timeline.
• Coordinate with the city to assure that up-to-date exposure data is incorporated into submission to insurers and issuance of procured policies.
• Issue and deliver valid and timely proof of procured insurance coverages (binders, policies, and/or cover notes) purchases by the city.
• Notify insurers that insurance policies being purchased shall be delivered within 60 days of effective date and shall be issued in accordance with the proposal(s) negotiated and/or accepted by the city.
• Be proactive by monitoring and anticipating potential changes that may affect the city's insurance strategies and goals.
• keep the appropriate city staff informed of all developments and changes in the insurance markets and industry that may affect the city.
• Attend city meetings as requested (city council meetings, risk management and other department meetings, and ad-hoc meetings).
• Work cooperatively with other city departments in coordination with risk management staff. 
• All contacts within the city must be known and supported by risk management.
• Assist the city with claims, as needed, with insurers from whom the city has purchased policies through the insurance broker.
