The Vendor is required to provide specialized information technology (IT) support to supplement the city’s existing resources and capabilities, the department highly qualified independent contractors to provide as-needed, project-based support for various it initiatives.
- Services within this category involve the design, development, implementation, programming, and support of off-the-shelf and customized applications that enhance the efficiency and effectiveness of city operations with respect to agency permitting and inspection services.
- These services shall improve the overall effectiveness of system performance using techniques consistent with the city’s application development frameworks.
- Design and development work must make use of existing and new technologies in support of agency business processes such as web-based applications, Interactive Voice Response (IVR) systems, public counter support systems, and geographic information systems (GIS).
- Java, Javascript, Python, Jam/Panther, ColdFusion, C#, VB, VBA, ASP.Net including Core, MVC, Web API, Web Forms, Windows Forms, Windows Communications Foundation (WCF), Windows Presentation Foundation (WPF), and Xamarin programming languages for application development
- Designing, developing, and implementing web services to integrate systems and processes
- Creating processing scripts for data exports / import between systems
- Providing programming expertise for web-based mapping applications in ArcGIS Server and/or Autodesk MapGuide
- Performing application development, enterprise development, programming modeling, and improvement of workflow services;

- Creating stored procedures in Oracle, Microsoft SQL Server, and MongoDB database environments, including use of Structured Query Language (SQL) and Procedural Language (PL/SQL)
- Operational support: proactive monitoring, technical support, and database administration to ensure the availability and integrity of agency data repositories
- Data and streaming analytics support: data warehouse design, data transformation, and analytics tooling assistance to support reporting and analytics needs
- Data migration support: data extraction and data cleansing to enable data conversion for application modernization efforts
- Development support: developing and maintaining stored procedures, testing, and performance tuning to support application development
- Services within this category include all activities related to the capture, manipulation, and conversion of data, as well as all processes related to the QA/QC of the information to ensure data integrity, completeness, and adherence to established database standards.
- Services also include the development of reports detailing financial and usage summaries; creation of dashboards to show real time usage of systems, resources, etc.
