The Vendor is required to provide to conduct a comprehensive review of its Information Technology (IT) structure.
- This review will encompass both central IT services managed by the board and decentralized IT operations across its six public universities.
- The goal is to identify opportunities for increased efficiency, improved service delivery, strategic alignment with institutional goals, and potential cost-saving measures.
- Currently operates a centrally managed enterprise resource planning (ERP) system - Ellucian Banner - which serves all six institutions. This system is foundational to administrative operations across finance, human resources, student information, and other core functions.
- As such, the consultant’s recommendations should reflect the need for scalable, sustainable, and coordinated IT services that align with the anticipated SaaS deployment and long-term system wide integration.
- Objectives
• Assess the current IT organizational structure, staffing, governance, and service delivery models.
• Evaluate the effectiveness and efficiency of central IT services.
• Review campus-level IT operations and their integration with central services.
• Identify redundancies, gaps, and opportunities for efficiencies, which may include consolidation, shared services, or outsourcing where appropriate.
• Provide actionable recommendations for improvements, including potential cost savings, service enhancements, and strategic investments.
- Vendor will:
• Conduct stakeholder interviews through a combination of virtual and in-person meetings, including at least one on-site visit to each campus location, the Regents Information Systems team, and the Board central office to ensure comprehensive engagement and understanding of local operations.
• Engage with key groups and individuals across the Board office and campuses, including but not limited to CIOs, IT staff, academic leaders, and administrative stakeholders.
• Analyze current IT policies, software acquisition processes, organizational charts, budgets, service catalogs, and strategic plans.
• Conduct a business process review to evaluate how IT supports academic, administrative, and student services.
• Assess IT functions and services.
• Evaluate systems, networks, cybersecurity, data management, and support services.
• Perform a cost analysis of IT spending across campuses and the board office, identifying opportunities for savings and reinvestment.
• Benchmark against best practices and relevant comparators, recognizing that direct peer institutions may be limited. The consultant should use alternative approaches such as industry standards and multicampus or statewide system models rather than strict institutional comparisons.
• Develop a governance framework with recommendations for decision-making structures, roles, and responsibilities across the regental system.
• Provide a detailed report with short-term and long-term recommendations that clearly prioritize cost saving measures and strategic investments while maintaining high security standards. The report should include guidance for scenarios where resources may be limited and present options such as:
• Organizational structure enhancements
• Opportunities for shared services models where appropriate
• Technology investments
• Governance and decision-making processes
• Deliver a formal presentation to the Board summarizing findings, recommendations, and actionable next steps.
