The Vendor is required to provide professional on-call technical advisory services to support county during zoning, development agreement negotiations, site plan review, and technical evaluation of data center.
- The Consultant will provide expertise in data center design, noise analysis, power infrastructure, cooling systems, energy efficiency, sustainability, water usage, battery systems, emergency planning, and independent review of applicant-submitted technical documents.
- Technical Review and Advisory Services
o Review and evaluate applicant technical studies, including:
o Noise modeling
o Power demand and electrical infrastructure plans
o Generator and battery storage configurations
o Cooling system design
o Water and wastewater demand analysis
o Traffic studies related to construction logistics
o Environmental and emergency risk assessments
o Provide written comments, technical recommendations, and review summaries.
- Development Agreement Support
o Assist staff in preparing and negotiating technical development agreement terms
o Recommend standards related to:
o Megawatt capacity and phase sequencing
o Noise limits and monitoring
o Cooling and water use expectations
o Energy efficiency and sustainability measures
o Battery chemistry, containment, and fire safety
o Substation timing and utility coordination
o Emergency operations and safety protocols
o Attend negotiation meetings with applicants, County Attorney staff, and utility partners.
- Site Evaluation and Compatibility Analysis
o Evaluate equipment layout, building positioning, and buffer placement
o Assess compatibility with surrounding uses and County policy goals
o Recommend mitigation for noise, visual impacts, and emergency considerations.
- Public Hearing and Staff Support
o Prepare written technical support for staff reports and presentations
o Attend internal meetings and public hearings when requested
o Provide expert statements as needed.
