The Vendor is required to provide to assist agency with their information technology (IT) modernization preparation, including providing data analysis, recommendations, and possible data cleansing and conversion services in preparation for future agency modernization efforts.
- Assessing systems based Strategic Plan goals, customer service goals, information technology goals, and industry best practices for business and technology operations of pension administrators.
- Assessing agency processes and anticipated or recommended future-system needs while avoiding duplication of effort and while ensuring both functional and process-related considerations are optimized at all times
- This system has a number of online screens for data entry and tracking, a number of batch programs to process data in batches, and several reports and forms that the users can generate.
- Some of the important functions of this system include processing retiree pension, preparing retiree and refund 1099s, preparing data for actuarial study, and Required Minimum Distribution processing. Document scanning and workflow management functions are built into this system.
- Shall complete all deliverables within deadlines agreed upon during Discussions.
- Shall assess current agency data, data sets, data infrastructure, and systems used, including third-party integrations.
- Shall assess current agency data quality, identify inaccuracies through validation of typical data quality metrics, and review current workflows.
- Shall complete a comprehensive review of current agency data architecture to aid in identifying service misalignment and data gaps, including without limitation:
o Data profiling based on standard pension business rules
o Data completeness (by type or date)
o Size/number of records/data sets
o Date range of data
o Sources of data
o Data retention factors
o Data security processes
o External impacts on data conditioning
- Shall form of a roadmap for future data management
- Shall recommend the best option(s) for data management and data quality for agency to pursue as a part of its overall modernization strategy, which must include identification of required resources and budget.
- Shall collaborate with identified stakeholders to identify and classify each process based on critical impact and operational complexity.
- Shall document how existing processes can be moved forward or improved in a next generation IT system.
- Shall conduct comprehensive requirements gathering activities for all current agency IT Systems.
- Shall provide a comprehensive list of next generation system requirements that agency could utilize in one or more future procurements for PAS, accounting, and/or investment systems that all vendors in the software community are familiar with and that would allow agency to have maximum choice and flexibility in the marketplace.
