IT Strategy Consulting Services

The Vendor is required to provide IT strategy consulting services to assist with a variety of organizational, process improvement, and software consulting and execution.
- Office-wide IT strategy gap analysis
•    Conduct a comprehensive assessment of current IT processes and software to identify inefficiencies, redundancies, and areas of improvement.
•    Create a well-defined strategic plan with short-term, mid-term, and long-term goals that align with our available resources.
•    Identify gaps in governance, policies, and standards related to IT operations, procurement, and compliance.
•    Benchmark IT maturity against industry standards and best practices to highlight areas for improvement.
•    Identify risks and vulnerabilities in current IT systems, including cybersecurity, data privacy, and business continuity.
- IT systems replacement
•    Systems in scope
o    MS govern is the treasurer's real estate tax management software created by city govern for CAMA use. 
o    IT imports assessment data, calculates taxes levied on properties, applies payments to those taxes, generates reports related to all the above.
o    RECO (revenue collection) is the cashiering software that feeds into MS govern and allows for the recording of payments.
o    Avanade (ASYSCO) is the primary accounting software used by the treasurer's office. 
o    IT is responsible for recording the cash flow of the office and reconciling accounts utilized by multiple departments.
•    Conduct a comprehensive inventory and assessment of existing IT systems to identify those that are outdated, redundant, or no longer fit for purpose.
•    Provide expert recommendations on the selection and implementation of new IT systems, ensuring alignment with organizational needs, scalability, and security best practices.
•    Create implementation roadmap including milestones and timelines.
o    Develop a phased implementation plan for system replacement, including timelines, resource needs, and risk mitigation strategies.
o    Ensure data migration planning and execution is secure, accurate, and minimally disruptive to operations.
o    Establish performance metrics and success criteria to evaluate the effectiveness of new systems post-implementation.
•    Gather business and technical requirements.
•    Provide training and knowledge transfer
o    Documentation of software use, testing, and onsite training for users to be delivered prior to fulfilling the project
•    Ensure financial governance requirements are be followed, such as PCI compliance
•    Ensure a smooth transition from the previous system to the replacement system, including go live support and retirement of the previous system.
- Software consulting and executions
•    Advise on and support the procurement, configuration, integration, and deployment of new software solutions to enhance operational efficiency for the systems within scope.
•    Lead ongoing consulting or check-in meetings post-implementation.
o    Monitor and evaluate software performance post-implementation, providing recommendations for continuous improvement.
•    Support configuration, customization, and integration of software platforms to align with organizational workflows and data structures.
•    Ensure compliance with security, privacy, and accessibility standards throughout the software lifecycle.
•    Facilitate stakeholder engagement and requirements gathering to ensure software solutions meet operational, technical, and user needs.
•    Development of a disaster recovery plan

•    Require bidders to disclose any prior or current engagements with government entities, including contracts, partnerships, or regulatory involvement.
