The Vendor is required to provide for Information Technology (IT) professional services for the City.
- These services may include, but are not limited to, systems analysis, application development, integration, reporting, infrastructure support, cybersecurity, and project management.
- Personnel for IT professional services across the following categories:
• Applications Development
• ERP Development and Support
• Geographic Information Systems (GIS)
• Technical Support
• Workday Systems
- These roles collectively ensure the full system development lifecycle is executed effectively, from requirements gathering and design through development, testing, implementation, and maintenance, while maintaining alignment with business objectives, technical standards, and user requirements.
- Comprehensive applications development and support services by delivering qualified IT professionals capable of managing projects, analyzing and designing systems, developing and maintaining applications, and supporting web and documentation needs.
- IT Project Manager – Program Manager: Leads complex IT projects and programs from initial design and development through production deployment. Defines business and technical requirements and develops comprehensive project lifecycle plans, including resource allocation, scheduling, and implementation strategies. Establishes risk mitigation and contingency plans, and is responsible for planning and tracking deliverables, milestones, and project goals. Directs and oversees project teams, manages stakeholder expectations, and resolves conflicts as they arise. Proactively identifies and addresses project issues to ensure successful outcomes.
- Project Leader: Plans, organizes, and oversees the analysis of application system requirements and the full lifecycle of application development, including module design, data modeling, programming, testing, quality assurance, implementation, scheduling, and ongoing system maintenance. Ensures that technical and functional documentation is developed and maintained. Coordinates activities with management, IT teams, and end users to support effective system delivery. Responsible for ensuring projects are completed on schedule and within established budget constraints.
- Systems Analyst: Analyzes, evaluates, and documents existing and proposed applications and systems, making modifications as needed to improve functionality and performance. Collaborates with users to define system requirements and resolve issues. Coordinates with developers and end users to ensure efficient system development, testing, and timely software releases or migrations. May provide supervision to programmers and programmer/analysts and assume project management responsibilities. Performs design, coding, testing, debugging, and documentation of application systems and program enhancements as required.
