The Vendor is required to provide a significant, multi-year capital improvement program consisting of a wide range of infrastructure and construction projects.
- To support the successful planning, delivery, and oversight of these projects, the Port is seeking qualified professional consultants to provide on-call project controls support services.
- These services may include, but are not limited to, scheduling & cost control support functions, cost estimating, project health reporting, business systems support & development, and program-level support, guidance, analysis & reporting for projects in various stages of delivery, including planning, design, construction, and closeout.
- Services shall support key project controls functions, including scheduling (i.e., master project scheduling and construction scheduling) & cost control support functions, cost estimating, project health reporting, business systems support & development, and program-level support, guidance, analysis & reporting.

- General Project Controls Division Support
• Assist the Project Controls Division staff in developing practice guides and operating procedures for various project controls disciplines, including but not limited to scheduling, cost control, estimating, analysis, project management and controls systems, document control, and reporting.
• Develop and produce special analysis and reports as requested
• Provide technical communication and graphics support for Engineering Bureau, including but not limited to power point presentations, project reports, and other methods of communication.
• Assist Project Controls Division to develop document controls for the division integrated with document control for the Engineering Bureau.
• Provide assistance with contract administrative functions for overhead and project commitments.
• Assist with grant coordination, tracking & reporting
• Support Environmental Planning with Certification and Permitting Requirements
- Master Scheduling Support
• Prepare and maintain an integrated cost-loaded master schedule of the program. The master schedule shall cover the various elements of the program and contain relationships between projects and critical milestones, including turnover dates. The Port currently maintains centralized master schedules in Primavera P6 with a well-define structure and coding for consistency in enterprise-wide reporting and tracking across various projects. Consultant will be required to develop and implement master schedules in the Port environment. The Port will provide details of the schedule structure and coding when a task is issued.
• Provide current information regarding critical and near-critical activities, milestones, progress, and outstanding schedule issues.
• Determine phasing of work, critical paths, and milestones for projects
• Develop and update master schedules to track the project from initiation through the closeout phase based on input from various team members
• Develop and analyze what-if scenario planning and analyze different courses of action
• Analyze and report on variances, exceptions, summaries, and other requested reports
• Reporting on information from master schedules
• Attend meetings (virtual or onsite, as required)
• Resource loading for Resource Planning & Allocations.
