The Vendor is required to provide energy code information technology and consulting services for include:
- Information technology (IT)
• Develop data solutions, by performing requirements analysis, design, development and testing. As an example: solution would be a system that can collect, store, and export energy code data.
• The solution should be accessible on the internet, have a user-friendly interface, meet accessibility requirements, support on the order of 30 concurrent users, and export data for report generation, and implement cybersecurity.
• This solution will potentially be replaced by the current department IT system, at which time, assistance will be needed to migrate the data.
• Perform system integration, for example to Infor or Avolve.
• Maintain and support developed solutions.
• Perform data manipulation, management and preparation for analysis, for example:
o Extracting, transforming, and loading (ETL) data from existing IT systems such as Infor and project dox.
o Merging and preparing datasets for analysis.
o Querying SQL databases.
o Performing data management, validation, and reporting.
- Policy consulting
• Code development: assist with commercial and residential energy code policy changes, based on the data analysis conducted
• Net zero energy alterations: assist in implementing and identifying new code measures for net zero energy on level 3 alterations.
• Energy modeling: assist with developing building performance factors (BPFS) for future code cycles.
• Support forecasting and modeling of energy savings, carbon reductions, and cost impacts resulting from code compliance.
• Residential: provide assistance with development of residential-specific code amendments targeted towards homeowners.
• Technical assistance program: provide support with the tap pilot and grant-funded tap.
- Marketing and outreach services
• Create and enhance department guidance documents and support materials to be more presentable and user friendly, including visualizations.
• Outreach and engagement –provide assistance on community outreach events, surveys and marketing of the grant programs.
• May include in-person events for residential energy code requirements.
• Produce public-facing consumer-level code cycle performance reports outlining progress toward grant objectives.
• Evaluate the effectiveness of training and outreach programs through data collection and outcome analysis.
• Marketing materials must meet accessibility requirements
• Marketing materials may be requested in the county’s primary languages.
