The Vendor is required to provide IT strategic plan that defines the strategic direction for how information technology will support the agency’s mission and vision.
• Conduct four facilitated planning sessions with department office staff, consisting of:
o Two offsite full day sessions
o Two onsite half day sessions
• Collect information necessary to develop a three year IT strategic plan, including but not limited to:
o The agency’s business vision
o Office strengths, weaknesses, opportunities, and threats
o Goals and objectives supporting the agency’s vision
o Metrics used to measure success
• Analyze the information collected and develop a comprehensive three year IT strategic plan.
• Provide a written strategic plan document that includes:
o Prioritized goals
o Associated objectives
o Success metrics
o Summary of findings from the planning sessions
• Deliver the final strategic plan in the format and timeline specified by department.
• All labor, supervision, materials, and incidentals necessary to complete the work.
• The two full day sessions will be held July 16 and 17, with the two half day sessions held the second week of July, just prior to the full day sessions.
• The IT strategic plan draft(s) and final deliverable will be provided to the department office CIO (or designee) electronically via email.
• Delivery of the final plan shall occur within two months following the full day sessions.
• One week turnaround for each draft revision submitted.
• The two half day sessions will be held at the vdh central office.
• The two full day sessions will have approximately 33 participants, while the two half day sessions will have approximately 20–25 participants.
• An effective communicator with extensive experience in the structural composition of a strategic plan.
• The contractor must be able to:
o Collect necessary information from session participants
o Identify discussion themes
o Translating information into actionable, feasible plan components knowledge of information technology (IT) concepts is preferred.
• The final document shall be clear, concise, and executable.
