IT Strategic Plan Development and Vendor Procurement Services

The Vendor is required to provide information technology (IT) strategic plan that aligns with the organization’s mission, operational responsibilities, and long-term service.
- Requirement:
1. Current state assessment
• IT systems and technology environment: evaluate core systems, infrastructure, applications, and data, including architecture, integration, performance, lifecycle, and alignment with city enterprise IT
• IT operations and service delivery: assess service delivery models, service management processes, monitoring and support capabilities, performance, and continuity readiness
• Cybersecurity and risk management: evaluate security posture, controls, coordination with enterprise cybersecurity functions, and risk management practices
• Workforce and organizational capacity: assess staffing levels, roles, skillsets, workload distribution, and use of external resources
• Governance and IT portfolio management: evaluate governance structures, policies, decision-making processes, and coordination between department and the city.
2. Future state vision
• Definition of target IT capabilities, service delivery models, and operational maturity levels
• Identification of desired improvements in system performance, reliability, usability, and service effectiveness
• A future-state workforce and organizational model aligned with technology and service delivery needs
• Alignment with city strategic priorities and operational objectives
• Consideration of scalability, flexibility, and adaptability to future technology and business changes
• AI roadmap and strategy and the city
3. Gap analysis
• Identify gaps across systems, operations, cybersecurity, workforce, and governance
• Assess the impact, risk, and potential operational implications of identified gaps
• Identify dependencies and constraints that may affect resolution of gaps
• Structured basis for defining future initiatives and improvements
4. Strategic initiatives and roadmap
• Develop a portfolio of initiatives aligned with organizational priorities and identified needs
• Provide high-level descriptions of each initiative, including objectives, expected outcomes, and key considerations
• Sequence initiatives over time, identifying dependencies and logical groupings
• Consider operational constraints, funding cycles, and coordination with city enterprise IT initiatives led by department
• Include high-level resource considerations and identify initiatives that deliver near-term value as well as those requiring phased implementation.
