The Vendor is required to provide to procure and utilize Supervised Release Mobile Platforms in support of clients on supervised release and intends to use the results
- In order for a client to qualify for supervised release, the court must find:
• The person is making significant progress in treatment and the person's progress can be sustained while on supervised release.
• It is substantially probable that the person will not engage in an act of sexual violence while on supervised release.
• Treatment that meets the person's needs and a qualified provider of the treatment are reasonably available.
• The person can be reasonably expected to comply with his or her treatment requirements and with all of the conditions or rules of supervised release that are imposed by the court or by the department.
• A reasonable level of resources can provide for the level of residential placement, supervision, and ongoing treatment needs that are required for the safe management of the person while on supervised release.
- The device(s) must have the following functionality: voice over phone, text capability, cellular data, and camera (for video conference streaming only), secure video conferencing, secured email, and internet.
- The Vendor-owned device(s) must function and operate over a cellular network anywhere throughout the entire State
- The Vendor-owned device(s) must utilize cloud storage (no permanent local storage / no storing data on the physical device).
- The devices shall be restricted to not allow clients to have single-picture (snapshot) capability but must be able to support secure video conferencing.
- purchase, own and support the devices for all clients, and be required to repair/replace/refurbish/wipe all data as needed.
- The client may purchase the device from the Vendor upon discharge from the SR program.
- The device must data-capture notifications indicating when the device is started, connections to external devices, and security notifications (e.g. indicating possible logins to other unapproved devices).
- The device must data-capture incoming and outgoing calls.
- Must generate a report to identify incoming and outgoing call duration, date/time, and phone number (dialed or received).
- The device will data-capture incoming and outgoing text messages (SMS and MMS).
- Must generate a report to identify incoming and outgoing text messages including but not limited to: phone number texted or received, message sent/received, date/time throughout term of current SR order.
- All other applications must have the capability of being monitored using a combination of keystrokes and screenshots.
- Must provide a user-management system capable of blocking applications across one or all client devices.
- Catalog each keystroke and mouse click performed by a client whether on the Internet, utilizing email or software programs.
- The device must be capable of taking screenshots at regular intervals (e.g. approximately 30 second intervals) for detection of sexually explicit material, nudity, erotica, presence of children and/or Client inactivity for longer than 48 hours.
- The device must be configured in a secure "locked down" state to prevent the user from uninstalling or installing any software or changing OS configurations.
- Must be the only entity able to adjust software or OS configurations.
- Must utilize a user-management system (UMS) that centralizes the creation, modification, and deletion of user accounts, ensuring the right people have access to the right resources at the right time.
