The Vendor is required to provide for the provision of self-sustaining application services and base services with a focus on continuous service improvement and innovation such as automation first and AI-enabled service delivery in order to reduce manual processes, increase efficiency and allow for transitioning of application services and base services to internal teams.
- Specifically, without limiting the generality of the foregoing:
• Detect, log, analyze and correct faults;
• Implement fixes, patches and regular scheduled updates;
• Configure changes and script development;
• Improve routine performance and attributes;
• Develop, maintain and deliver training materials to internal staff and contracted resources; and
• Administrator functions for new and existing applications including user setup, changes and account maintenance.
• Expand, enhance, update or create new functionality including pre-development and post-development analysis;
• Develop and update training materials for and based on ads; and
• Plan, design, code, test and install new functionality.
- Professional and technical services as follows:
• Provide the architectural, business, technical and/or professional expertise being sought;
• Provide insights and solutions, taking into consideration and outlining operational, tactic and strategic considerations; and
• Provide supplemental support for envisioning and strategic planning, user training and capacity planning.
- The province will retain overall technology leadership and decision-making authority, including the sole discretion to determine which existing industry standards, libraries, platforms, frameworks, and tools shall apply to application services and base services
- The province prefers the use of open-source technologies, libraries, platforms, and frameworks for application services and base services, provided they meet required security, privacy, supportability, and performance standards.
- Therefore, where the province seeks advice and recommendations from the successful contractor, the successful contractor shall focus on open source solutions wherever feasible, especially those solutions with reduced vendor lock-in, cost savings, community support, and sustainability.
- Proprietary tools, libraries or frameworks should only be recommended by the successful contractor where no suitable open-source alternative exists or where the advantage to using the proprietary tools, libraries or frameworks is significant and can be demonstrated.
- Where proprietary tools are proposed, the successful contractor must submit a comparative lifecycle cost analysis demonstrating material advantage over open-source alternatives.
- Contractor shall adhere to ethical artificial intelligence principles, including fairness, bias mitigation, and transparency.
