RFP Description

The Vendor is required to provide mobile devices are personally purchased by the end user and applied to a division contract that pays for the service portion; cell numbers are owned by the user.
- Mobile device program to be administered by the proponent
•    The mobile device program is to offer the best available service rate plan available.
•    Agency identified personnel eligible for a mobile device will be required to personally purchase cell phones of their choice from the retail location as identified by the awarded proponent. 
•    This eliminates the need for the division to identify brands, features and specifications and allows the employee to have a phone with their desired features. 
•    The employee personally owns the phone and is responsible for all accessories, batteries and replacements if required. 
•    The proponent must provide at least one (1) $0 phone as an option for those employees not wishing to purchase a phone. 
•    Phone numbers will be allowed to be transferred to the employee if they leave the division. 
•    The service plan is to be owned by the agency. 
•    A family plan for personal phones in addition to employee phones will be required.
- Features and functionality of plan
•    Pooled data with a minimum of 10gb+/ line or unlimited data and line
•    Upgrade pool with a minimum of 35% of the mobile device fleet annually
•    Unlimited local calling during normal business hours
•    Unlimited text messaging
•    Unlimited phone to phone calling between contract members
•    Ability to add us service bundles as necessary
•    Electronic billing options
•    Detailed summarized billing – one invoice sent monthly to accounts payable for reconciliation
•    Existing numbers to be ported to avoid disruption of service
•    Call waiting and call display
•    Free voicemail including voice to text
•    Demonstrated service coverage (please provide maps)
- Features and items for consideration:
•    Policy regarding frequency of upgrading to newer technology and related costs
•    Long distance and roaming fees to be clearly identified.
•    State any additional fees such as 911, system access, costs to activate, deactivate and transfer, and costs of additional minutes above and beyond those included in the plan.
•    The proponent is a reseller of product from multiple mobile phone manufacturers, brands and models.
- Requirements
1. Customer service
•    The service delivery model of the organization, including the names of any dealers or subcontractors who would be involved in providing services to the division.
•    Service representatives that would be assigned to the client account and the roles and responsibilities of each.

•    List of current mobile phones and smartphone devices available for purchase at the suggested

4. Voice and data plans
•    Provide a range of voice and data plans, including what services are included in each plan (i.e.: caller id, voice mail, voice to text, text message send/receive, etc.) prime time vs. evenings and weekends, etc.
•    Provide a family plan option for additional phones under personal contract.
5. Service review
•    Proposal regarding frequency and availability of service review by the vendor to provide recommendation to the client regarding possible cost savings options, if any.
•    Meet on an annual basis to review contract needs update terms and conditions as required.
6. Implementation and deployment
•    Proposed high level plan for implementation and deployment of the mobile device program. 
•    Include information regarding the obligations and efforts required by the client during deployment.
7. Administration
•    Provide information regarding the process and lead times, etc., for new or replacement devices and plans; upgrades and changes to plans; repairs
•    Provide information about invoicing options, (i.e.: digital or paper billing options) and describe how billing is itemized. 
•    A sample itemized bill may be included for reference.
•    Provide information regarding reporting capabilities, including the ability for custom reporting as required and highlighting any options that may reduce the client’s cell phone administration workload and reduce costs by ensuring that devices are on the most appropriate plan.
8. Network and technology roadmap
•    Provide information regarding company plans to keep up with newly emerging technology and speeds of cellular data.
9. Value added options
•    Provide information about features, services, or capabilities that are not referenced in this document that your company believes would be beneficial to the client.
