Inmate Mobile Devices Services

The Vendor is required to provide mobile device with cellular connectivity plans capable of remote management, messaging and monitoring via an app that is managed by a cloud-based web solution.
- Provide one hundred and six (106) mobile devices and be capable of increasing (current max capacity 152) or decreasing the number of devices usage as population increases and decreases due to new incarcerations or sentence completion.
- Description of mobile device:
•    Mobile devices must be capable of making calls, unlimited video chats, receiving text messages, web browser, and application installation.
•    Mobile devices must be GPS enabled or a mechanism for real time location monitoring and accuracy 24/7.
•    Secure, two-way messaging and bulk messaging.
•    Location checks for curfew, treatment and work.
•    Automated event reminders.
•    Progress tracking.
•    Mobile devices must have functionality to restrict unauthorized web browsers, web sites, and mobile applications and only display and allow for download applications previously authorized by the department. 
•    Mobile devices must have a camera.
- App/cloud based application
•    Application must be compatible with a variety of browsers (chrome, edge, Firefox, Safari). 
•    Application must have configurable reporting (on demand and ad-hoc) for any period (daily, monthly, quarterly, etc.) and be capable of capturing specific data points required as part of the inmate’s incarnation and assignment to transitional housing units. 
•    App and application must be capable of bi-directional communication with inmates’ mobile devices (secure messaging). 
•    Communications are scheduled and real time. 
•    App and application should have a calendar function for scheduling notifications. 
•    App and application must have functionality for facial recognition and visual identify verification. 
•    Application must have functionality for real time phone call history (incoming, outgoing, missed calls). 
•    App and application shall have functionality for form completion and workflow processing (self-reporting, required check-ins, randomized testing and screening. 
•    App and application shall be capable of document upload and download and support a variety of file types (ex: .xls/.pdf/.jpg/.ping/.docx).
