The vendor is required to provide that operational medical director service for support, medical oversight, and clinical leadership to the newport news fire department's pre-hospital and mobile integrated health services.
-The city desires that the selected operational medical director provide a minimum of 30 hours of service on a weekly basis, however, hours of service may vary based on budget availability and the needs of the city.
-The actual number of hours and availability will be negotiated with the operational medical director selected through this solicitation.
-The operational medical director shall have availability for after-hour notification and follow-up with the newport news fire departments.
-The level of availability shall be mutually agreed between the operational medical director and city
-The operational medical director shall:
•Comply with all requirements set forth by the state department of health, office of emergency medical services for operational medical directors.
•Represent the city at appropriate state or local committees, such as regional operational medical director meetings and/or emergency medical services council meetings;
•Act as operational medical director of the city’s emergency medical dispatch program.
•Assist in the management and ongoing operation of the fire department’s quality management program or continuous quality improvement program.
•The purpose of the r continuous quality improvement is to help steer and guide the future of emergency medical services service and delivery for the city's fire department.
•Provide on-going development, implementation, and revision of medical protocols to govern all operational phases of basic life support and advanced life support services, to include, but not limited to the provision of advice and information regarding the selection of medications, supplies and equipment to be stocked on department emergency medical services vehicles and used by field personnel.
•The capacity of physician course director for the city’s emergency medical services training programs, to include responsibility for any committee on accreditation of educational programs for the emergency medical services professions accredited program and courses offered under the auspices of state department of health, office of emergency medical services. work in this capacity may include but is not limited to providing medical oversight for both initial certification training and continuing education at all emergency medical services certification levels utilized in the city to meet the requirements of all state emergency medical services rules and regulations.
•The assistant fire chief of emergency medical services, the emergency medical services quality manager, the emergency medical services training staff, and other designated personnel to ensure that the newport news fire department's meets or exceeds all necessary requirements to maintain licensure as an emergency medical services agency in accordance with the current rules and regulations as outlined.
•Provide training to newport news fire department's personnel when needed in accordance with their scheduled office/station hours.
•Act as the physician on record for ordering medical equipment, medication, and supplies.
•Provide medical oversight, expertise and direction to the newport news fire department's special operations teams, to include, but not limited to:
oHazardous materials
oTechnical rescue
oMarine incident responses
oSwift water responses
oExplosive ordnance responses
oMass casualty incident management
oSpecial event
•Serve as a visionary and innovative leader to help ensure the newport news fire department is pursing best practices, emerging trends, and technology in the pre-hospital and mobile integrated
health services delivery.
•Mobile integrated health initiatives may include but are not limited to:
oCommunity based medical screenings
oMental health services
oAdministration of vaccine/flu clinics
oCommunity paramedicine
oTele-medicine
oParticipate in selection processes for promotions and advanced life support clearance processes.
oOther related services required by the city news fire department.
