Medical Examiner Services

The Vendor is required to provide medical examiner services for include:
1. Death investigations
•    Death other than natural
•    Violent or suspicious deaths
•    Unexpected deaths
•    Deaths without medical attendance
•    Deaths resulting from abortion
•    Deaths of individuals in county custody or jail
2. Collaboration and assistance
•    Prosecuting and defense attorneys
•    Law enforcement agencies
•    Funeral directors and healthcare providers
•    Organ procurement organizations
•    Decedents’ families
3. Documentation and permits
•    Complete and certify death certificates and cremation permits within statutory and operational timeframes 
•    Maintain records and fulfill public and agency records requests in compliance with applicable laws
4. Investigative leadership
•    Provide overall leadership and medical direction of all death investigations
•    Ensure compliance with state law, accepted forensic standards, and best practices
5. Medical examiner investigators (MEIs)
•    Utilize and oversee medical examiner investigators (MEIs) to support death investigations, including on-scene response, documentation, and coordination with involved agencies 
•    Ensure all MEIs operate under the direction of the medical examiner and in accordance with established protocols and standards 
•    Ensure MEI response is 90 minutes or less
6. Compensation and reimbursement:
•    MEIs shall be sub-contractors of the county or contractor and compensated as approved by the county 
•    MEIs shall submit case-related reimbursement requests to the contractor for review 
•    The contractor shall review, approve, and submit a consolidated monthly voucher to the county for payment 
•    Mileage reimbursement shall be paid at the county’s standard rate
7. Data reporting
•    Provide timely reporting of descriptive and statistical data as requested by the county
•    Support public health and policy needs, including reporting on overdose and opioid-related deaths
8. Quality assurance
•    Conduct internal quality assurance reviews of investigations, reports, and records 
•    Implement continuous improvement practices to ensure accuracy, consistency, and compliance.
