Program Delivery and Administrative Services

The vendor is required to provide that program delivery and administrative services for financial assistance to eligible cities, towns and villages in order to develop viable communities by providing decent, affordable housing and suitable living environments, as well as expanding economic opportunities, principally for persons of low and moderate income.
- Services to be provided:
• Rehabilitation program:
o Establish or update the eligible contractors list.
o Establish rehabilitation guidelines.
o Advertise the program and solicit applications.
o Review property owner intake and qualification.
o Project scoping and offices reviews.
o Assist property owners in contractor selection, projects will be competitively bid for construction.
o Prepare deferred payment agreements
o Provide all necessary final inspections.
o Act as liaison between village, property owner, and contractor.
o Monitor total expenditure on all properties and provide data on the program for all reports.
o Provide an agency lead-based paint risk assessor to ensure the program complies with lead-based paint hazard requirements.
• General administration:
o Prepare all necessary contract and payment documentation.
o Maintain separate grant accounting system.
o Prepare and submit status of fund reports and other reports to village as directed.
o Work with village to ensure all accounting is included in village accounting system.
• Miscellaneous:
o Prepare environmental review pursuant to agency and state guidelines.
o Prepare all documentation as required by state.
o Attend meetings, as necessary
o Advise village clerk, village board in all matters relating to grant.
o Prepare any amendments as necessary.
o Prepare and submit annual performance reports and semi- annual status reports and any other reports as required by state.
o Prepare all close-out documentation required by state.
