The vendor is required to provide grant administration support services for include:
• Assist with the development of university and amendments between council and its local agency sub recipients and with agreements and or amendments needed between council and developments;
• Coordinate with development’s and sub recipients to get the agreements/ university and amendments in place/executed;
• Provide support to ensure local agency and council compliance with agreements and grant guidelines/requirements;
• Prepare and submit requests for allocation to developments;
• Assist with the preparation of requests for reimbursement in coordination with council finance;
• Assist with the gathering and reviewing sub recipient quarterly reports, invoices, and annual reports to ensure that they are accurate and complete;
• Track, document, and report on funds requested, received, and allocated to council and funds sub allocated for local agency use, and funds expended by each;
• Track, document, and report on work/activities and deliverables as required under the regional early action planning (REAP) 2.0.

• Prepare required submittals (e.g., annual, quarterly, closeout reports);
• Transformative funding sub allocation
1.Assist with administration of the sub allocation;
2.Prepare the notice of funding availability documents;
3.Provide support for conducting a call for projects;
4.Assist with preparing, presenting, facilitating a workshop(s) with local agencies on the application schedule, requirements, criteria, and process;
5.Respond to local member agency sub recipient requests for information;
6.Assist in the evaluation of local agency grant sub allocation applications;
7.Participate in meetings with development’s and the application review team;
8.Compile the sub recipient grant application evaluation results; document the findings, and present the results;
9.Assist with the review of sub recipient reports, work products/deliverables;
• Provide analytical support/technical assistance and policy and strategy recommendations on proposed uses and other matters;
• Advice council on developments REAP 2.0 grant program guidelines, requirements, goals/objectives, deadlines, and process.
• Provide support to council with communication with development’s representatives, upon council request.
• Attend regular project/progress meetings with council project manager;
• Assist with planning and conducting stakeholder/public engagement activities for targeted outreach, as required under REAP 2.0.;
• Support REAP 2.0 meetings with the public and other stakeholders, grant sub recipients, development’s ,council committees and policy board by planning, arranging, preparing for, presenting at meetings, and facilitating discussions;
• Prepare documentation (technical reports, staff reports, agendas, slide presentations, meeting minutes, tabulations/spreadsheets, and other materials, as needed);
• Prepare REAP 2.0 reporting templates and reports (e.g. report forms, annual reports) and populate the forms for submittal to development’s;
• Assist with identifying a methodology and obtaining the necessary data for reporting on measurable outcomes to developments;
• Coordinate with and monitor sub recipients and gather the necessary data/information for submittal of completed reports, invoices, and for delivery and posting of work products to ensure successful completion of the work in accordance with development’s deadlines and the grant requirements.
• Prepare, collect, and review council and sub recipient submittals (e.g. sub recipient quarterly reports, invoices, annual reports, and work products);
• Provide support to complete all grant closeout activities; and
• Assist with analyzing and documenting measurable outcomes of each of the proposed uses/activities.
