The vendor is required to provide benefits consulting services include:
1. Strategic planning and consultation
• Provide expert advice on the design, implementation, and management of health insurance and employee benefits programs.
• Conduct regular market analysis to ensure the county offers competitive and cost effective benefits.
• Identify and recommend innovative solutions to optimize benefits programs while managing costs.
2. Benefits procurement and renewal services
• Assist in the development of proposals or bid solicitations for insurance carriers and other benefits-related services.
• Evaluate proposals, negotiate terms, and make recommendations for selecting carriers/vendors.
• Oversee the annual renewal process, including cost negotiation, policy review, and coverage enhancements.
3. Plan design and compliance
• Provide guidance on plan design to align with county goals and employee needs.
• Ensure all benefit plans comply with federal, state, and local regulations, including but not limited to aca, cobra, HIPAA, and ERISA.
• Regularly review plan documents and suggest updates to maintain compliance and relevance.
4. Employee communication and support
• Develop and distribute clear and comprehensive employee communication materials about benefit offerings.
• Assist in organizing and conducting open enrollment meetings, workshops, or webinars for employees.
• Act as a liaison between employees and insurance carriers to resolve claims and coverage issues.
5. Data analysis and reporting
• Provide regular and ad hoc reports on plan performance, utilization trends, and cost projections.
• Conduct benchmarking studies to compare the county's benefits offerings with peer organizations.
6. Wellness and employee engagement initiatives
• Provide recommendations for wellness programs and strategies to improve employee health and reduce costs.
• collaborate with the county to develop programs that enhance employee engagement and satisfaction.

7. Ongoing support and availability
• Offer year-round support for benefit-related inquiries and challenges.

• Attend meetings with county representatives as needed to discuss strategies, updates, and performance.
8. Technology and innovation
• Assist the county in evaluating and implementing technology platforms for benefits administration and employee self-service.
• Stay informed on emerging technologies in benefits management and make recommendations for adoption.
