Environmental Testing and Consulting Services

The vendor is required to provide that environmental testing and consulting services
- These services are needed for the environmental testing of asbestos, radon, lead-based paint, mold, PCB and other hazardous materials at land bank properties intended to be rehabilitated or demolished and replaced as part of the land bank’s affordable homes program using a variety of local, state and federal grant sources including but not limited to american rescue plan act (ARPA) funds awarded by the city and land bank initiative (LBI) funds awarded by state homes and community renewal (“HCR”).
- Specific testing expertise in asbestos, radon, lead, PCB, mold, and other hazardous materials.
- Air quality testing and monitoring per federal, state and local guidelines and regulations.
- Project design and daily project management.
- Project monitoring, inspection, survey, sampling, and analysis.
- Miscellaneous technical support and assistance as necessary.
- Ability to coordinate review and approval with involved agencies and municipal code enforcement, as required.
- Structural evaluation and analysis of buildings/structures for stability.
- Preparation of environmental abatement/remediation documents for rehabilitation or demolition of structures including:
• Asbestos abatement
• Lead-based paint abatement
• Radon remediation
• Mold remediation
• PCB abatement
• Hazardous material remediation
• Any additional environmental remediation determined from evaluation
• Structure demolition and disposal
• Site restoration work
- Preparation of bid documents for public bid and bid support.
- Construction phase services including asbestos abatement project monitoring and air monitoring services and construction inspection services.
- Post-construction phase services including clearance testing and final abatement and remediation close-out services.
- Contract Period/Term: 2 years
