The vendor is required to provide from qualified firms or individuals to provide program delivery and administrative services in conjunction with a recently awarded community development block grant (CDBG) to fund a housing rehabilitation program.
A. Rehabilitation grant:
• Provide final design for all rehabilitation activities;
• Establish or update eligible contractors list;
• Identify all eligible properties and contact homeowners;
• Establish rehabilitation guidelines;
• Provide client intake and qualification;
• Perform preliminary property inspections, prepare work write-ups and cost estimates;
• Assist homeowners in contractor selection;
• Bid all work;
• Encumber contracts;
• Prepare loan documents or deferred payment agreements;
• Work with city’s corporation counsel placing mortgages on project properties, if required;
• Provide all necessary final inspections;
• Act as liaison between city, property owner, and contractor;
• Monitor total expenditures on all properties and provide data on program for all reports.
• Provide an EPA lead-based paint risk assessor to assure program complies with lead-based paint hazard requirements.
b. General administration:
• Prepare all necessary contract and payment documentation;
• Develop and maintain separate grant accounting systems;
• Prepare and submit necessary financial reports to state;
• Prepare and submit status of fund reports and other reports to city as directed;
• Work with city's contact person to assure all accounting is included in city accounting system
c. Miscellaneous:
• Attend common council and department head meetings, as necessary;
• Advise common council and mayor in all matters relating to grants and state regulations;
• prepare amendments as necessary;
• Prepare environmental reviews pursuant to NEPA and SEQRA guidelines;
• Prepare and submit any status and/or performance reports as required by state;
• Prepare and submit MWBE and reports;
• Prepare all closeout documentation required by state for grant upon completion of each;
• Coordinate FY 2020 program with other OCR programs as necessary.
• Provide lead-based paint testing and energy audits for each project.
• Costs for such services shall be broken out from the overall proposal and provided as a per-project cost.
