The vendor is required to provide for on-call environmental consulting services for state environmental quality act (CEQA) and national environmental policy act (NEPA) compliance and environmental permitting services on an on-call basis.

- The selected consulting firms will have the capacity, expertise, and experience to execute the following tasks:
• Assist city staff in managing the environmental processes for city planning and infrastructure projects, including preparation of environmental documents, attendance at public meetings, regular interface with city and other city consultants, and attendance at regularly scheduled coordination meetings as necessary when work is in progress.
• Establish sub-consulting teams to conduct the requisite studies for each project as needed.
• Oversee work deliverables to ensure all studies, documents, and record keeping conform to best management practices and regulatory standards.
• Communicate and coordinate with specialized environmental consultants and city staff and other city consultants as necessary.
• Demonstrate the depth and breadth of the firm to provide a full range of environmental consulting services capable of meeting the needs of any city-initiated project.
• Provide strong emphasis on the management of multiple projects and competing priorities while maintaining quality, meeting schedules, and staying within budget.
• Provide project noticing lists, notices, and noticing directions to streamline noticing.
• Sub-consultants may be utilized for various technical reports. the city reserves the right to require the use of approved sub-consultants.
• Attend public meetings to provide expert testimony on CEQA or related technical questions.
• Accompany city staff at pre-application or other coordination meetings with regulators is support of environmental permitting applications.
• Provide CEQA trainings to staff or public bodies.
• Comply with state and federal grant requirements such as invoicing, records-keeping, audits, and other requirements specific to any grant funding sources
