- Private partner procurement
• Assist county in designing a two-stage procurement process for private partner selection
• Develop qualification criteria and evaluation methodology
• Create draft p3 agreement and related project documents
• Manage competitive dialogue process with shortlisted bidders
• Assist county in evaluating private partner proposals and financing structures
• Support county in contract negotiations and financial close

• Structuring project finance options including potential public funding mechanisms
• Developing detailed financial models incorporating public and private contributions
• Creating revenue sharing framework options and payment mechanisms
• Designing incentive structures for private partner performance
• Advise county on potential tax increment financing and other public funding tools
• Structuring facility refinancing provisions and revenue sharing mechanisms

• Developing frameworks that balance profitable tournament operations with community needs.
• This includes creating detailed scheduling models that show how to maximize facility usage across different user groups.
• Developing strategies to maximize opportunities for local businesses.
• This includes creating frameworks for local vendor participation in facility operations
- Economic impact optimization
• Developing comprehensive revenue models that analyze potential income streams from tournament hosting, regular facility usage, concessions, and sponsorships.
• Creating financial projections showing how different revenue-sharing structures between public and private partners affect both parties.
• Establishing systems to track and measure economic benefits.
• This includes developing methodologies to calculate direct spending from tournaments, indirect economic impacts from visitor spending, and induced effects from increased local employment.
