Professional Services for Environmental Compliance Testing Engineering and Consulting Services

The vendor is required to provide services in all aspects of environmental monitoring, groundwater, surface water, landfill gas capture, control and beneficial use, engineering design, operation assistance, remaining capacity analysis and reporting, financial liability assessment and reporting, annual update of closure and post-closures site surveying, site surveying, contract document development, bidding and construction phase services, construction quality control/quality assurance (QA/QC), permitting, and general services for successful functioning of university solid waste management operations.
- University intends to utilize the professional entity (IES) for services related to the development, operations, and maintenance of its solid waste management program.
- Provide landfill technical and operational services from experienced staff under direct supervision of professional engineer and state registered in the state and may be as well as from certified landfill operator if needed
- Services to be rendered:
1)Environmental services (landfill operations)
• Environmental compliance and corrective measures assessment
• Corrective assessment plan development and submittals
• Groundwater monitoring, data analysis and trend assessment, and reporting
• Potentiometric surface map preparation
• Stormwater discharge (including surface water) compliance including sampling, monitoring, data analysis, report development, SPCC plans, and submittals
• Other media sampling, analysis and reporting
• Landfill gas system operation, maintenance, trouble shooting, and other applicable services
• Monthly methane monitoring, surface scans and cover evaluations
• Leachate sampling and testing
• Leachate tank farm operation, maintenance and POTW permit compliance
• Other compliance sampling and testing
• Assistance in facility design and operation plan modification
• Assistance in facility leachate management plan
• Assistance in facility leachate conveyance assessment and corrective measures
• Assistance in regulatory response to environmental, operation and design issues
• Other landfill operation environmental compliance activities services
2) Engineering and construction services (professional engineering)
• Solid waste management planning and plan updates
• Regulatory assistance and representation
• Landfill cell construction and closure documents, bidding and quality assurance
• Permit review and modifications
• Closure and post-closure activities engineering support
• Permit regulatory periodic review response
• Aerial mapping and capacity analysis
• Fill area and borrow area stakeout
• Surveying such as topographic mapping, boundary mapping, as-built, bench marking
• Funding evaluation and operation cost analysis
• Construction management and construction testing & reporting
• University resources exploration
• Drilling and well installation services
• Grant writing services
• Landfill operation training and assistance
• Miscellaneous engineering services related to landfill operation and solid waste management compliance and planning
• Other engineering services as needed basis
3) Supplemental specialized professional services
• Landfill gas system design, air quality permitting, and system construction oversight
• Feasibility, engineering, planning and implementation of landfill gas utilization
• Landfill gas migration control and beneficial use
• Special studies
• Other environmental services such as in areas of underground storage tanks, indoor air quality, asbestos abatement, lead paint assessment and disposal
• Leachate lines, sumps cleaning and operation associated services cleaning,
• Other environmental compliance activities services.
